Respondents seek to place an initiative on the ballot that would amend the Nevada Constitution to recognize an exception to Article 1, § 24, which would require participation in State-funded sex-designated sports or athletic competitions to be based on biological sex at birth. Appellant challenged the initiative, and the district court denied appellant’s request to enjoin respondent Secretary of State from placing the initiative on the ballot.  ISSUES: (1) Does the initiative improperly dictate administrative details; (2) does the initiative improperly require government bodies to take action; and (3) does the initiative’s description of effect comply with statutory requirements.

The Nevada architecture and design professional licensing board imposed $20,000 in civil penalties on a California architect, for unlicensed practice and for representing himself as an architect in Nevada. The architect appeals, asserting he was denied his right to a civil jury trial under the Nevada Constitution.
